Pico's flying knee attack never made contact with his target because somebody almost instantly appeared in front of him, with speed similar to Shadic's. The hero rammed his knee into the chest of Reku, which instantly shot a wave of pain through the teen's leg and up into his gut. Quantum bit his lip in pain, but aside from that he kept his composure. The person in his path wore Saiyan armor, like the rest of the saiyapeople, and he had an air of important about him. Perhaps this was the King? If it was, Pico subconsciously applauded himself for his wit.
The hero straightened out in the air, moving his knee off of Reku's chest from the attack. He coughed and awkwardly started, "Uh, hi, I was just trying to find the King. I have a message to deliver from the Planet Earth, it's urgen- well," He thought for a second, "It's not exactly urgent, but I have somewhere to be in..." Quantum reached into his boot and pulled out his phone, "Like, 45ish Earth minutes. Give or take," He slipped the phone back into his boot, "So if you could help me out I'd really appreciate it. That other guy was of no help to me in any way," Pico was ready to avoid an attack, despite his throbbing knee pain, though he didn't know if he would be able to against this speedy guy.
Reku sighed at the lack of power the attack that Pico seemed to have and that the low class soldier was struggling so much. Just another reminder that his army's might was definitely not up to par yet. Whoever this stranger was, he seemed really uneasy. Judging by the height and build, he seemed fairly young. An Earthling? What the hell is an Earthling doing all the way out here? How did he even get here? Reku wondered. Whatever this guy wanted, obviously it was important and he couldn't stay long.
He looked behind him, seeing the soldier fly off in a sour mood. The guards shook their heads and and went back to the King's side, they would attempt to push the young boy back a little bit as they stood in front of their ruler to protect him. Reku seemed to not notice at all, having gotten used to this routine over the years. He put his focus back on Pico, thinking that he'd help him out. He wanted him off of his planet as soon as possible, knowing that if the boy stayed much longer he'd attract more unwanted attention.
"Well, if you want the King, you're looking at him." He replied.
Pico tried to read the person who interrupted the scuffle. Something was off about him compared to the other Saiyans, though he was not quite sure what it was. His reading was disrupted by the guards who pushed him back. The teen stopped his backwards momentum with his flight, not worried about them. Well, actually, he was kind of worried about them, since they would probably kill him if he did anything wild, but that was beside the point.
To his surprise, he already attracted the king to his location, "Wait, you're the king?" He asked, shocked his little scuffle attracted such royal attention on a barbarian planet, "Do you, like, always check on your underlings when they get in a fight or am I just a special case?"
Before Reku could answer, Quantum cut right to the chase, "Ignore that, sorry, just my rambling," He cleared his throat, "Ahem. I am here by order of Kami, the Earth's Guardian, to propose a, uh," Pico thought for a second, forgetting what exactly Shadic called it, "A treaty meeting thing. A space council! That's what it was, here let me try again." He cleared his throat again, "I am here by order of Kami, the Earth's Guardian, to propose a space council. You are to send one representative to the (Earth) yearly meeting where y'all can discuss whatever planets need to discuss. I dunno. I'm just a messenger. Any questions or can I go?" Pico forgot to include a lot of information like: where does this council take place? Why? Who else will be there?
Reku waited patiently, wondering when the young hero would get his his words straight. A space council doing yearly meetings huh? He thought, pondering over the idea. He had never met Earth's Kami, at least he didn't remember doing so. Something told him that this may have had something to do with the war on Earth. Three years have passed and it would seem that the Earthlings are still hanging that over the Saiyan King's head. "Hold on for a moment, I have a few questions. For starters, what other civilizations would be involved in this "council"?
Quantum knew the answer to this excellent question. Well, for the most part, "Right now he's working on uniting as many people as he can. Yardrat has already agreed, we sent an invitation to Namek, uh," He tried to think of more civilizations that would be involved in the council, "Some smaller planets are lined up to be there, ones you probably have never heard of because I know I sure hadn't and I actually researched these things for astronomy class last year. That was fun. Anywho, it's gonna be a great thing for everybody to help keep things in check. You don't even have to show up; you can just send an ambassador or something," Pico paused for a second, realizing who he was talking to and where he was, "You have diplomatic Saiyans, too, right?"
It was a thought that never quite crossed his mind. How do Saiyans plan things if they're all a bunch of barbarians. Surely they had some kind of system of people who made the big decisions for the planet. The attack on Earth, which was on three fronts and very well thought out, could not have been a split second decision just before the invasion.
"Uh, I think it would be better for everyone if I went myself." Reku replied, internally cringing at the thought of another saiyan becoming a diplomat. Everyone on this planet was a "kill first, ask questions later" type person. It was only six months ago when he taught the guards how to guard him without killing anyone that even sniffed in their direction. "This council sounds pretty interesting and seems pretty damn productive..." He said, beginning to lose himself in thought.
Reku started fantasizing about the council or something, so Pico slowly started floating backwards, "Uh, if you're, uh, okay with that I guess I could just go or something," He did not expect this meeting to go so smoothly. The King of all Saiyans was actually surprisingly levelheaded and calm all things considered, "I'm sure Shadic will send out invitations of some kind when the first meeting is or whatever, and uh, yeah. Unless you have any more questions, I'm gonna go," Quantum turned his attention towards the sky, trying to find an Earthling's power to use as a guide for his lightspeed jump.
"Wait, hold on! Why is there a council forming? Sure we have to talk about planets, but what for?" Reku said suddenly snapping himself out of his trance. He was trying to get his question out before Pico would leave. This would be a historical moment for Planet Vegeta, since this is would be their first legitimate partnership ever. He only hoped that the saiyans wouldn't instantly think this would end up like an oppression like they had a long time ago.
Reku asked another question, which stopped Pico from leaving. The hero turned back to the King, "Oh right, that would probably be important to know, uh," He thought for a minute, "The council will be for keeping peace between the planets involved, and it can be used to discuss major galactic events or whatever. I think. Earth's Kami is organizing the whole thing and, between you and me, I think it's really stressful trying to figure the whole thing out but he insists it will be a worthwhile investment so," Pico shrugged.
"I think he mentioned a peace treaty between you guys and us, since the war never officially ended. Though, the Kami right now is not completely official, like, he doesn't exactly have all the powers a normal Kami does. Uh, he's basically interim Kami until some higher power grants him the official title or something. But to the general public, he's Kami. It's really complicated now that I think about it, so just ignore that," Quantum took a deep breath, "Basically, it's to keep in touch with all the planets involved and to act as an alliance. That's all I really know. Also, sorry for rambling, it's a bad habit of mine. The criminals hate it, so it actually is kind of useful, actually, but that's neither here nor there. Any other questions before I break the laws of physics and zip through time and space back home?"
Reku made a mental note of the information given to him by Pico before trying to send the boy off on his way. "Thank for the info. I think we're done here, it was nice talking to you. Next time though, try not to just "appear" on Vegeta. At least let me know you're coming. Last thing we need is the whole military trying to kill you." He said. Reku would then fly into the air and away from the area, with the two guards following him as they headed back to the palace.
