Appearance/Picture: Long, ragged hair, thick but well groomed, very dark blonde, borderline brown, often swishes about into my face. Periwinkle blue eyes, large pupils, very innocent looking eyes. Short, thin, almost twink looking, but with obvious muscles, though not the hulking kind, more chiseled looking. I can make some paint art if required.
Race: Half human, half saiyan.
Alignment: Chaotic neutral, in a pirate sense, willing to sell you down the stream to make a quick buck, but has strong morals situationally.
Personality: Usually pretty stealthy, avoiding confrontation, seeking companionship, looting everything he can get his hands on. Doesn't think for the future, lives every day in the moment, very sporadic, sometimes too energetic, faily emotional but still even headed.
History: Born on earth to a Saiyan mother and human father; mother was not a fighting saiyan, nor could she go super saiyan (refer to Goku's mother from the anime, if people didn't know this was a thing) she was loving and caring and became the soul provider to Oliiz form a young age as his father left in the night, without a trace nor word said. Growing up was hard for Oliiz, never fitting in anywhere meant he was often bullied, he began planning his own small adventures, eventually finding himself partaking in large-scale adventers, such as going to the shops alone... (He's still a kid damnit, that seems like a big adventure). As he reached his early teens, the desire for glory, riches and companionship became a constant itch in his life, that his small trips and adventures could no longer satisfy, for Oliiz to truely be happy, he knew would have leave his current life behind and start a new, perhaps as a treasure-hunting pirate! O-or a stealthy bounty hunter, he thought to himself. Whatever it was, he knew his destiny was out there somewhere. Power Level: 1,200ish(?)

Traits:
Safe Space: For two turns [Your Character] can create an unbreakable bubble. This bubble prevents anything from getting in and out. It is most commonly used to flee, but it can also be used to defend others given that they are in range of the bubble. Indetectable: [Your Character] is a master of stealth. They do not show up on any radars (sonar, heat seeking, etc.), their ki cannot be sensed by any means, they cannot be smelled, and they do not make a sound. Of course, [Your Character] is still visible and can be touched.
Thief: [Your Character] is allowed to steal an item from another character, with permission from the player as well as one mod/admin of course. Techniques:
Blink: The ability to teleport short distances in quick bursts without getting tired. Once per turn, instantaneous, cannot be used for long ranged. Solar Flare: The ability to temporarily blind an opponent mid-battle as a defensive maneuver or preparation for an attack. Weaknesses:
Misses his parents, specifically his mother. (Totally has Mommy issues). Is meek and scared of real fighting, will rely on evasive maneuvers and stealth usually when in combat. Greedy as hell, wants to find/loot/steal as much as he can get his hands on, somehow thinks money = power.
Items: Small satchel bag of coins, from previous adventures. Old dagger, worn and still does the job.
Been looking at this, and I'd say the power level is ok as long as you understand that starting with 1,200 pl would make you at a slight disadvantage to others who start on the recommended pl. Maybe try and try to add a little more to personality? two sentences seem a little small, and maybe try to go a bit more in-depth. So you aren't listing so much. Other than that I would say, maybe have a look at your weaknesses a bit. I can see where you are going but not everyone would cool that a weakness and for the parents one to work like the mother it would be very metagame like. For no one would know about the parents unless the character said about them. Which not characters would do. The character does look good just needs some fine tuning.
For example "mommy issues" isn't specific enough. Is Ollie eager to please women? Does he trust them more, or does he dislike them more? Both of them limit him and potentially put him in danger. Just a suggestion/advice/example.

Is there anything I can use to help think about the weaknesses, I really wasn't sure what to put, hence the ambiguity.
As for additional personality information, I see what you mean, will add significantly more to it, i'll also avoid writing things in such a bullet point esc manner.

This weakness work. The greed one would definitely work if it was like this:

You could try something different, but it would make sense like that.

It can be anything that could realistically be found in a battle or a tense situation (without metagaming), that could give an enemy an advantage. If someone metagames any of that then, of course, report it.
You can change your weaknesses to something else at a later date if your character grows out of them.
