Jay listened closely, and understood that the speed would result in much damage. That would explain much of her strength, and why she produced an energy signature. Jay nodded "Okay, I see. You draw your strength from manipulation of your own field of time. Though no armor could prevent you from busting up your arm, I bet the techs could build you something the would prevent kickback, or maybe something that would allow you to store kinetic energy, could you just imagine that power?" Jay asked.
"Okay, you might need to dial it back down, because most of the specifics of what you said completely went over my head. I figured I was fucking with time, but that was about all I got." She leaned against the wall of the elevator. This ride up was annoyingly long, just like it had been the last two times.
Jay could see she wasn't getting it, he needed to explain it in a more simple manner. "Your manipulation of time allows you to multiply your speed, to put it simply. This is why your so strong, or rather fast. My suggestion is you utilize a device that runs on kinetic energy, that is to say: a device that is charged by the friction your speed creates. I think my people and I may be able to make you much stronger with the right technology. You may be faster than me someday if so... Well, you probably are faster than me as it is."
"Well... That's neat. I kind of get what you are saying. It makes more sense than what you had said before, but I was never super great at physics in school though. Damn good at dodge ball, even without the weird powers."
"Also tend to hold my own in bar fights, good skill that one."

Jay chuckled a bit at her comment, even though he was quite intelligent, Jay had dropped out of school when he gained his powers. With his materialization abilities he could put bread on the table anytime he needed after all. "Well, it's good that you understand me. Speaking of which, if we do create a device which can store your kinetic energy, then you can control the power of your punches. In other words, your arm won't blow up every time you punch... So what do you say? Join Razor Force, get a free place to live, a government salary, and control over your powers?"
"Well, I was already basically on board as long as something like training like some insane madman wouldn't kill mo, or worse, so yeah. It's a hell of a step up from how I've been living." She could feel the elevator slowing down, so they were near the top.
"But, I am going to assume that I'm getting payed for this as if I had joined before hand for how messed up this place was."
Jay gave a nod as the elevator opened saying "Oh yes, you bet your getting paid for this. Also, though I'm not suppose to do this, if anyone asks you about training tell them your being personally overseen by me. They'll shut up quickly..." Jay walked out of the elevator realizing the two were not on the first floor of the building, but out of the bunker entirely. Below them, Jay could feel an explosion and vibrations in the ground. The bunker had self-destructed as a fail safe, it was a little late for that however.
Jay handed Holly an address and map with the coordinates of Razor Force's recruitment center/ base on earth. "Travel to this place and tell the guy at the desk your part of Special Forces. He'll bend over backwards for ya, and give you an apartment inside the base."
Holly had walked outside, even more confused with how these people could be taken as anything close to a credible threat if they can't even handle self destruct sequences correctly, she was half interested in what kind of damage someone who wasn't a complete idiot could do if they got into the Red Ribbon Army's network.
And, since she didn't really need to eat or sleep, or really feel the passage of time, she just started walking over in the direction of where the map said, and let the time pass normally as she walked. It would take a couple of weeks of walking to a place way out in the middle of nowhere in some mountain, talked to the person, and was logged in as an actual registry on the thing, and got her payment for the job done, apparently Jay had been there in the intervening weeks.
